See title. We need LiBCM and LiControl to keep some state communicated between them over SPI.

[ ] Communicate battery current, temperature and SoC to LiControl.
- Don't yet need to communicate LiBCM version, LiBCM config details, LiControl version -- we can implement those as needed once we have a comms loop going.
