Import github users into terraform state

Task

Import the existing users/collaborators in our dotCMS github organization into terraform state. This will give us a few things

• it will unblock us to start managing github groups in a reasonable (programmatic) way, which is valuable so that we can do easy segment data by team in our engineering efficiency tooling (e.g. minware) which respect github team membership as a facet
• It gives us a nice review and audit trail for the compliance auditors
• It gives us a nice way to link real name with github username
• It opens the door to self serve initiation of access requests for technical leaders

   • terraform code
   • are imported into terraform state using current role/permissions level
