Addresses part of #13

It doesn't exist yet but wanted to update that conduct violations will be subject to the forth coming .NET Foundation's conduct policy.

Adding https://github.com/dotnet-foundation/Home/issues/1 to start the discussion over the actual policies. Hopefully later on once https://github.com/dotnet-foundation/Home/issues/1 is resolved we can just link to that policy.
