[WebToolsE2E][Aspire] In KOR OS, 'Add filter', 'contains' and 'not contains' in the dashboard are not localized. #6519

INSTALL STEPS

  1. Clean machine: Win11 x64 23h2 KOR
  2. Install Dev17.12 GA
  3. Install Aspire 9.0.0

REPRO STEPS

  1. Create Aspire Starter App
  2. Build solution and run the project

NOTE: This issue does not repro on CHS OS.

ACTUAL: 'Filters', 'Add filter', 'contains' and 'not contains' are not localized Image

EXPECTED: It should be localized on Korean OS, like in CHS OS like this Image Image
