This issue should get the untriaged label applied automatically since it does not have a milestone preselected.

The untriaged label was not added automatically. Testing to see if setting a milestone will remove the label...

Clearing the milestone should automatically reapply the untriaged label.

Closing the issue should remove the untriaged label.

The logic for removing the untriaged label is working in each scenario. But the logic for adding the untriaged label isn't working in any scenario.
