Add support for generating areas notification #69

By changing the source of truth and the flow of area owner data, we might also be able to address https://github.com/terrajobst/issuesof.net/issues/25, which reported that area-owner queries on https://issuesof.net only work for the dotnet/runtime repository.

I'm wondering if dotnet/fabricbot-config should become the source of truth for area/owner mapping data all-up, with it being able to generate artifacts to lay down in the other repositories (area-owners.json, area-owners.md, and fabricbot.json). That'd even offer us a better repository name of dotnet/area-owners. 🙂
