Remove PRs from the project board when moved to another area or excluded #73

Revising the logic from #72 and also augmenting it such that when a PR is moved to another area or excluded from the area pod, the card is removed from the project board (instead of moved to the 'Done' column).

This gets issues and PRs to be consistent in those behaviors.
