Need to fix isROIDataset() in DfReadDataFile() #28

The check for ROI data is not yet implemented; it always returns FALSE
Need to fix after RJafrocBook chapter on ROI paradigm has been completed

I have fixed the ROI dataset validation problem; seems to work; not going to spend much more time on this as this is not a recommended paradigm; no one should be using it.
