This feels more like a suggestion. The suggestion also does not really make sense as it makes the "reason" clause redundant.

Reason for disagreement: This is BOTH a suggestion and a bug report. The bug report part is that the "reason" does not match with the "functionality", which is "edit". Even if the developer think that following the suggestion to change it to "so that I can change/modify ..." is redundant, they should still follow the requirement that the "reason" must match with the functionality. In this case, it doesn't.
If the functionality intended is to "edit" something, shouldn't the reason be "so that I can change/modify ..."?
The presented reason ("I know ...") is more suitable for "viewing" functionality.
