It might be helpful for a "head scouter" of sorts to be able to collect data. There should be an import button, right next to the other buttons at the bottom, that should be able to:

[ ] Import QR Codes/CSV files from other team members
[ ] Add it to the "head scouter"'s local storage.

After which, the "head scouter" could create a big CSV file using the data they just imported.

Importing QR code should give the user two options: Use their camera in a QR reader mode (if possible) or import image file that solely contains a QR code.
