Automate publishing of Wiki content.

This Pull Request (PR) fixes the following issues

• Fixes #241

Thanks @johlju - I have an issue open to work on the reliability of these tests in WS 2019. https://github.com/dsccommunity/StorageDsc/issues/240

Looks like I'll need to get that through before this PR can be finished.
