Bugfix: ITEMS_GetTransactionCost signature fix #41

Was causing a crash in release build with /O2 compiler optimization option.

There is also a few more functions which have erroneous signatures, although they are not causing any troubles and fixing them would require a bit more work.

ITEMS_CheckItemTypeId: nItemType should be int
DrawSolidRectEx: nPaletteIndex should be uint32_t
