Here's an idea for a roadmap on how to move the community page forward, as posted in the chat. Adding it as an issue as well to discuss it on the right platform and give it some persistence. Feel free to close this once the basics are done.
[x] Setup a README.md file in this repository.
Explain how to contribute, assuming that people know git, but may not have worked with Jekyll before.
Fork, checkout, read this Jekyll tutorial, put your article into this folder, run this command, commit, push, submit PR.
Not too much text, but a brief overview that will get people started.
[x] Add the repository link to the contribution page of the community site.
[x] Put the link to the contribution page into the top menu bar on the site, so people don't have to search for it.
[ ] Officially announce the community page and call for contributors in forum and chat.
[ ] Bother people on the chat to get them to write a guest article.
Doesn't have to be a big one, but if everyone just adds their favorite trick, the page will already have some value.
[ ] Bother people again every two to four weeks in order to find someone who will write a dev / news article.
[x] Add a select few other people to the duality-community organization, make sure at least a select subset of them can do admin things and aim for shared responsibility as soon as possible.
There's a 'Contribution' page now on the site, which is the former 'About' page renamed and improved with links. In my opinion there's no need to have both of those pages.
