Blank ZP config page #106

A new installation results in a blank ZP config page. It can be caching or
something else.

Apparently, logging out and then logging back in helps. Never been
replicated, but we had several reports.

Option 1: log them out so they have no choice, but to log back in and get the 
rights
re-assigned. You need to tell the users in that pHp installer screen that they 
were
logged out.

Option 2: Give them a message that they need to log out and log back in.

Option 3: Check how others do it.

We did a clean install and it worked just fine.
