[idea] GitHub Bot framework

https://github.com/icecrime/poule 很垃圾，甚至现在跑不起来了。我们很需要一个更好的 GitHub Bot framework 来简化工作。

需求：

• 支持配置文件的方式运行起一个 bot （参考 https://github.com/icecrime/poule ）
• 可扩展性，支持 hook 或者 callback 来扩展 bot 的能力
