Only create obz files.

We currently create several different files to support different aids. We should just create the obz files.

I've been working on this today, and in the process I've done a couple of other improvements:

• I merged 'create' and 'localcreate' into one file, and that one script now checks the error status of the python and acts accordingly
• I span the css out of upload.php (eventually this should be the same as the ovf website css)
• I refactored the php a little so that we could toughen it up later.

I also set up a staging sever for testing.

I expected to be finally merging an old branch. However, because the server hasn't been able to push to Github, both staging and main had extra 'fixing' commits.

• Tests all passed (when I remembered sudo)

• I used git merge --squash to put it the code into the main
• Tested online but got "Sorry, there was an error uploading/moving your file."
• Checked and the upload works fine on the previous version.
• I fixed the path issue in the php
• I improved the error reporting in the python for when a powerpoint file can't be found.
• The log file has been super handy.
• Everything was better when I had one branch that was handling everything
