Missing buffs #101

What version of the product are you using? On what operating system?
SGI Diplomacy 1.011 debug build.

Please provide any additional information below.
I loaded your mod into my Sins validation tool and found various issues. Most 
where minor or related to the Pirate file which is mostly fubar from IC. I've 
uploaded a pdf detailing the things I've found. The big ones are the four buffs 
missing below that will likely cause mini-dumps in game.
