Envoy ships/Diplomatic research.  None buildable/researchable

What version of the product are you using? On what operating system?
Diplomacy 1.011, 64-bit Win 7 4gb

Please provide any additional information below.
Not sure if its something youre planning on adding, but the extra diplomacy 
sections/functions are Missing.
