Asuran Starbase - Stargate not working #107

What steps will reproduce the problem?
1. Build asuran starbase
2. Research stargate tech in defense tree
3. Upgrade a starbase with stargate ability & use

What is the expected output? What do you see instead?

Asuran starbase stargate ability produces a stargate "node" at gravity well for 
maybe 5 to 10 seconds, if that.  I was unable to use the ability and jump a 
fleet before stargate was gone.

What version of the product are you using? On what operating system?

SGI DIP 1.011A with 11/21/10 patch.
