Sounds like a common issue regarding fighter movement on ships Ships with
fighter movement enabled want to move to their maximum range before firing
weapons after cool down. When a ship is being chased it keeps flying straight
trying to reach its maximum range, creating these scenarios where it flies way
out of the grav well because the two ships have similar/same max speed.

I haven't seen many issues with it, but it should be able to be made pretty
rare by adjusting the ranges and speeds on ships.
