Secure logins for data access request #81

Based on the Catalogue concept document, there are several requirements needed for the eLwazi catalogue. This ticket looks at the requirement for signing up and secure logins.

Login: The Catalogue should provide users with the ability to sign up and login based on the User Roles outlined (see User Roles below).

Catalogue Manager: Member(s) from eLwazi with login ability to manage (add/edit/remove) metadata as needed from the backend.

Dataset Custodian: Member(s) from DS-I Africa project / eLwazi user with the authority and login ability to approve or deny data access requests.

Metadata Manager: Member(s) from DS-I Africa project / eLwazi user with login ability to manage metadata for the datasets in their project.

Data Requester: External user(s) with login ability to make a dataset access request from a DS-I Africa project / eLwazi user.

This is currently covered by REDCap logins.
