[BUG] - R2modman won't start risk of rain 2

Describe the bug I have reinstalled steam a while back and wanted to play ror2 but r2mod man will not let me start the game. It says that i need to fix my steam directory but it should be set properly. I have reinstalled r2modman a couple of times but no difference.

To Reproduce Steps to reproduce the behavior:

1. start r2modman
2. Select game and profile
3. Click on start modded or start vanilla
4. it gives me a red square popup error about the directory and tells me to change it.

Expected behavior game does not start through r2modmad but starts fine through steam.

You'll need to resolve why cmd.exe can't be loaded. This is not a manager issue.
