Collapse vertical scrollbars #887

On https://kohesio.ec.europa.eu/en/?coords=4.7027410411584,50.880676115051&project=Q4022422 we have two consecutive vertical scrollbars, which scroll separately to different heights. Confusing UX-wise, can we collapse them?

When you have time, feel free to test on the development server @madewild.

When I open any project on the map, it still has the 2 vertical scrollbar. However, if I then refresh the cache with CTRL+SHIFT+R, then the overlay window reloads and the scrollbars are merged as expected. But for the next project it's back to 2 again, so I basically have to hit CTRL+SHIFT+R for every project I open...

Is this a cache issue on my side, browser-related? Or a more general issue? @raphdom can you advise?

Also, there is now a black border appearing around the map when you click on it (focus mode). It was not there before, absent in test for instance.
