Create ELPA Package for ECB #3

Create an ELPA package and get ECB submitted to one of the upstream ELPA repos.

A MELPA recipe for alexott/ecb is here: https://github.com/milkypostman/melpa/blob/master/recipes/ecb

But this one should not be added without merging newer commits from alexott/ecb. Once this repo is up to date, then the recipe could be changed to point to the repo.

The commits from alexott/ecb were merged in https://github.com/ecb-home/ecb/commit/7f10d5966817f28e53bbd98b3b5d005fa696bbc5. The required changes for a MELPA package pointing to this repo looks to be as simple as substituting alexott/ecb with ecb-home/ecb in melpa/recipes/ecb. I think the ecb-home organization should submit the PR explaining that this is the current home of ECB.
