New regeneration preferences

Describe the feature request

1. Have the regeneration option as a player preference that can be toggled on / off.
2. An option to keep the skin on the player ( until they log ) over 90 seconds, basically trigger it just as if the television did the change
3. Play sounds during the regeneration
4. Each Doctor could have a different regeneration process

Describe alternatives you've considered

When a player dies they enter the regeneration pose and get a prompt to respawn or to regenerate

1. /regeneration block [on|off] already exists
2. Could add an option, bu the television skin feature persists skins over server restarts and player logins, so the behaviour would be different if it disappears after relog.
3. Could be cool, but I've no idea what one, let alone 15 different, regeneration SFXs would sound like...
4. Have you seen some of the early regenerations? They're kind of weird...
