There seems to be a problem in cpython 3.9.0 that causes UB. To workaround it, we need to update pybind11 to 2.6.0, or just wait until 3.9.1.

Note:

circleci build_py35 fails #491
- python 3.5 is no longer supported. I think we can drop it.
appveyor fails #492
- there seems to be missing include files that are not found in other environment. I'm fixing this on other branch.
