build: build and deploy

• restructure project directory
• add external configuration objects e.g development, testing etc
• setup database:
  • [x] configre mysql DBMS
• add register user feature
• add and configure pytest module for tests
• write first unit tests using unittest
• setup and configure docker for application containerization:
  • [x] add Dockerfile
  • [x] add docker-compose.yaml file
• provision Github Actions to automate CI/CD pipeline
• remove and untrack .env
• closes #2
