Have Max CIAT Security Levels of Components properly calculated #63

Query on Semantic Browser on component, Max CIAT Security doesn't compute properly. It work only on Behavior component, and looks for allocated functions. It shall be recursive, looking for max CIAT of allocated functions of all sub and deployed components. (ComponentExt.getAllSubUsedxxxx)

 - Compute MAX CIAT Security Needs of component based on allocated Functions and FE
- support actors as they can allocate functions
