Issue to fix, reproduced when XAB: it shall be possible to drag and drop Actors into the diagram background (moved towards the root structure, like actor creation into diagram background)
in PAB fix useless "collapse" on actor (remove group from odesign if not used, no inner tools or if no tools from other diagrams contribute to this group)
