1 year ago I tried reproducing your issue and for me it just worked so I don't know what has gone wrong. I did make a video of what I did so perhaps you can identify where our flows are different?

The plugin.xml file (v9.5.0.202211211546.jar) is missing an extension point for org.eclipse.core.runtime.applications
We downloaded and installed the Eclipse IDE for RCP and RAP Developers (both Windows and Linux) (https://www.eclipse.org/downloads/packages/release/2023-03/r/eclipse-ide-rcp-and-rap-developers) Then, using the Eclipse Markplace, installed CDT 11.1
We tried a headless build invocation for a hello-world project and received the following:
