Maven license scan is failing on the project's own artifacts #222

At GeoMesa, we've integrated the dash license as a github action. The last build against main 3 weeks ago passed fine, but a build today failed. There were no pom/dependency changes between the two builds. Dash is reporting all of the project's own snapshot artifacts as unknown, and also is failing locationtech.jts (which was passing before). We noticed a problem with the identification of project content yesterday and made some changes. Clearly we missed something. We'll continue our investigation.

Try it now.

There's still work to do, but I believe that it should work better for JTS and GeoMesa.
