[Site] responsive issue on mobile devices #290

While browsing the site: https://eclipse-ee4j.github.io/cargotracker/ on my phone, I found out the following issue:

Current behaviour :

on screens with 767 pixels or lower width, the hr tag floats to the left, causing subsequent paragraphs in overview as well as other sections, to start on the same line:

Proposed behaviour:

properly align the hr tag and start the paragraphs on the next line.
add little left-right padding to paragraphs for better readability.
