[releng] Investigate CDO releng adoption

Some comments, after some (no exhaustive) review of the CDO git repos.

There are 23 org.eclipse.emf.cdo.releng.* projects split into 2 CDO git repos. I've just checked a couple of them.
While our hudson builds are currently focused on buckminster (scripts) which relies on some ant tasks for certain work, CDO releng is more focused on ant tasks which relies on some buckminster commands for certain work(invoked from ant tasks).
CDO repositories layout is different to ours.
There are a lot of hard-coded "cdo" strings around different kind of scripts, so, either copy-paste-modification of the infrastructure or a non-operative refactor of the cdo stuff would be required.
ApiReports task seems to be implemented as a buckminster actor which could be feasible to reuse. However, the relnotes seem to be executed into some more delicate promotion .sh scripts.
generated P2 repositories are transformed into some more complex repositories with nested categories http://2.bp.blogspot.com/-jHV19LD8hMI/TgHhzBv2fDI/AAAAAAAAAVQ/E25RlI317B4/s1600/promoter.PNG. I remember that Eike was struggling with the p2.index files, and those nested categories could be the cause. I've verified with him that the issue is not resolved yet (the repositories are not including the desired p2.index files).

There is some noise about the new CBI http://wiki.eclipse.org/Platform-releng/Releng_Plan_for_CBI_adoption. I've not heard anything in crossproject, so I guess that now it's only an adoption for the platform project.

In resume, and I may be erroneous, reusing some CDO releng doesn't look straightforward. Instead we should probably be completely aligned with them to ease the transition. Therefore, no buckminster scripts, change repositories layouts and it should probably require some refactoring anyway due to some hard codes. This sound to me like weeks of work and I'm currently working on a windows machine which doesn't help neither, I would probably need to tune a linux environment up...

I'd wait to see what happens with CBI in the future. Perhaps, if moving to some new releng stuff, it would rather be to CBI when proposed to modeling projects.

P.S: I'll point Eike to this bugzilla to see if he has any comment/correction to do to my quick analysis.
