Description

On the menu bar from the main Workbench panel, click Windows > Preference\ Expand and Select General\ Select Keys\ Click on the Modify tab on the right-hand pane\ Select "File" under Category\ Click on the drop-down arrow for the Name menu

The drop-down menu contains a lot of English entries under the various "Guide" labels.\ The attached screen capture shows the ones related to plugins.

This will be bridged to TPTP. This defect is also automatically in deferred state. Please leave this TCT open so the bug can be bridged.

These strings are already externalized in the EMFT plugin.properties files.

I guess they just haven't been translated, yet.

All of the relevant text in the plugin.xml files is externalized in the plugin.properties files. Whenever the Eclipse Translation Project takes over translation, then translations of these strings will become available.
