Enables github boards to manage the issues around the project.

Using the github project as kanban mode will easier to manage activities and also target what is going in each version.

Great although it's probably not worth doing this for the entire Eclipse organization. We could do it here, but maybe better after migration to EE4J. Eclipse already has 2 of them https://github.com/orgs/eclipse/projects
