Sepomex information can be distributable #2

Previously the SEPOMEX page http://www.sepomex.gob.mx/ServiciosLinea/Paginas/DescargaCP.aspx has this warning: El Catálogo Nacional de Códigos Postales, es elaborado por Correos de México y se proporciona en forma gratuita para uso particular, no estando permitida su comercialización, total o parcial, ni su distribución a terceros bajo ningún concepto.

Now it says: El Catálogo Nacional de Códigos Postales, es elaborado por el Servicio Postal Mexicano y se proporciona en forma gratuita, no estando permitida su comercialización, total o parcial.

This allows to distribute to third parties but not for commercial proposes. It would be possible to distribute this under this project as an asset.

According to https://datos.gob.mx/busca/dataset/catalogo-nacional-de-codigos-postales/resource/13887b9a-f770-4276-8b80-f092cd886b44 the license is LIBRE USO MX https://datos.gob.mx/libreusomx so the restrictions are no longer valid. Follow up https://www.facebook.com/datosgobmx/posts/10154920528252964

New place of the dataset: https://datos.gob.mx/busca/dataset/catalogo-nacional-de-codigos-postales As of 2018-02-02 the license issue still exists
