Document how to cite ecFlow #33

I am writing a paper where I mention ecFlow. I couldn't find a citation file.

Describe the solution you'd like

A citation file is added to the repository, or the README is updated to say how to cite ecFlow.

Describe alternatives you've considered

For now I will just add a link to ecFlow GitHub repository.

The date to publish the paper is getting close, so I will use this citation that I found on two papers [^1][^2]:

@kinow, yes that citation is at the moment the most relevant one. As we modernise ecFlow, we will publish something more up to date.

I just pushed a CITATION file into develop with the mentioned article.

A new "Cite this repository" option is now be available on the right-hand side of the Github Web interface.
