Decision shortcuts that are also a number get clicked during Alt + number selection #102

If a decision shortcut is set to a number, then it is clicked even when selecting using the Alt + Number keyboard selection.

Note: We are planning on moving these keyboard selection handlers into the verification grid component (from the verification grid tiles) in #91

The solution to this is just not activating a decision when alt modifier is active.
