Fixes #62. SQL API call now works, but is commented out in favor of simpler read_csv approach.
wahis_rvf_outbreaks_raw and wahis_rvf_outbreaks_preprocessed now reflect the latest from wahisdb (dolt commit
usnlgpjqtcgl1fpd0g13mls07p155hga). This shouldn't affect much for OpenRVF other than there is now a standardized_taxa_name field in the wahis data.
