This PR creates a target to join all dynamic data into a full augmented dataset. The function includes NA checks on all the data sources (which could arguably be in the anomaly functions themselves). I had to rerun the forecast anomalies due to unexpected NAs, which were likely related to a previous buggy arrow release. Note the augment function should be updated with static and wahis data when available.
