WAHIS outcome variable - filter out wildlife #90

I just noticed this note in another (closed) issue. If the WAHIS data includes wildlife, we should filter it for livestock only.

Outcome variable should not include wildlife, just livestock, but past and adjacent outbreaks should include wildlife cases as important for predicting outbreaks in livestock.
