Add a section for Technologies Used #103

This can help people know right off the bat whether the technical things they know are helpful to the project :)

I definitely need help knowing what should go here! The granularity we want to go to is totally up to use. Perhaps even some specific JS/Ruby packages/gems for which prior knowledge is helpful.

What else should we add?

Could probably organize these more coherently -- app tech vs infra tech maybe. perhaps separate columns in a table
