Add `delete` functionality #11

Whilst nbgrader doesn't [yet] have a mechanism for deleting items from it's database, an external exchange - which has long-term persistence that nbgader doesn't have - needs to consider it.

Implimenmted & added to base code in https://github.com/edina/nbexchange/pull/60, but not documented
