One-line summary: Update tcl.m4 to https://core.tcl-lang.org/tclconfig/artifact/0d6cf0bab5 2018-01-11

Additional description (if needed): This is minor update, but it makes the diff from eggdrop tcl.m4 to upstream tcl.m4 smaller and thus future updates easier to maintain

Please run misc/runautotools when merging this PR

WIP, because more work is todo, to get to current upstream, to support stuff like modern mac os tcl path.
