Steps for anyone to reproduce the issue

open https://dist.torproject.org/ click on the unlock icon and click on the element picker and the bug occurs every time.

default blocking list installed and none of the custom blocks apply to this site.

MacOS version: 10.13 (17A405)
Safari version: Version 11.0 (13604.1.38.1.6)
