fix recordedInvMicrobarns functionality #151

This fixes the 'recordedInverseMicrobarns' functionality in a way you probably find acceptable for use, and moves towards utilizing the 'experiment' tag of configuration for generic lumi operations, although it doesn't achieve it yet.

Ok, merging now. It will take some more work to accommodate people who have different usernames at CERN and site x.
