Hello,

This branch allows one to pass --resubmit, in order for non-completed batch jobs to be resubmitted.

Hi, This is really cool, thanks for implementing it! I tested it on lxplus, and there is only one small change 7ba03f4 that I'd like to include. The bug was not introduced in this branch, but we might as well fix it. Thanks!
