[Feature Request] SNMP Auto Discovery #40822

Describe the enhancement:

To provide a way to do auto-discovery of SNMP-enabled devices with a beat/integration.

It seems like every monitoring/observability tool has some form of auto-discovery for SNMP as so should Elastic: https://www.dynatrace.com/news/blog/enhance-network-observability-with-snmp-device-autodiscovery/ https://docs.datadoghq.com/network_monitoring/devices/snmp_metrics/?tab=snmpv2#autodiscovery https://www.solarwinds.com/network-performance-monitor/use-cases/snmp-scanner

These implementations typically involve scanning subnets and IP ranges to discover devices and then applying specific monitoring configurations based on the discovered devices.

Describe a specific use case for the enhancement or feature:

By incorporating SNMP discovery, you can easily discover SNMP-enabled devices. This can help address monitoring devices that cannot have the agent/beat installed.
