[Uptime] TLS Certificates - Expiration date utilizes hardcoded format #153203

Kibana version: 8.8.0

Description of the problem including expected versus actual behavior:

On the Uptime TLS Certificate page, the expiration date for the certificate has a hardcoded moment format. This is also true on the monitors page certificate expiration column.

We should utilize the built in Kibana date format settings to format the date for certicate expiration

Steps to reproduce:

  1. Create an http monitor
  2. Navigate to the Uptime Certificates page
  3. Observe the date format
  4. Change the date format in Kibana settings
  5. Notice the date format remains the same
