[Fleet] Add sorting and/or filtering to agent policies list in modal for reassigning agent to new policy #191606

Capturing https://github.com/elastic/enhancements/issues/22530 in this repository.

The dropdown menu listing agent policies in the modal that opens when reassigning an agent to a different policy does not allow filtering. Furthermore, the agent policies are in the order returned by the API, presumably sorted by date of modification. This makes looking for the right policy difficult when there are many of them.

Things we could do to improve that:
